I believe that the scripture in Mathew 5 are speaking about making vows to man and swearing by heaven or god to keep the vows. I believe Psalm is talking about making an oath to God. There is nothing wrong with making an oath to God directly However, I would make sure you don't brake that vow. Make sure you are able to keep that vow. God we can rely on and trust. With man many circumstances could cause you to brake those vows. But God would not put you in that situation where you would have to brake an oath. I personally think that making vows to God is a good thing. one reason would be it would more careful to keep your vow to the lord Your God.
If there is a difference in scripture in the new testament as opposed to the old testament. The new testament over rules the new testament. the key here is Jesus tells us in the book ob Mathew that he has come to fulfill the old laws. The laws of the old testament are shadows of things that will come to be in the new testament. So the old religious and repetitious laws are not needed because this season in life was fulfilled. this does not mean that all the scripture in the old testament are no longer needed. Only the laws that are superseded in the new testament are therefore no longer needed. An example is the Ten Commandments. There is no where in the old or new testament's that supersedes these commandments. So the Ten Commandments are still valid today. In the beginning the law were created for the purpose of teaching us wrong from right. They were a Season of time. When Jesus came into the world this began a new season. The more you read the bible, the more you will realize God does things in Seasons. Keep studying your bible and listen to God speak to you thou his word. My God Bless You.
